○ 노동절에 대부분 쉬지 못하는 이주노동자들은 해마다 5월 1일 직전의 일요일에 모여서 노동절을 기념하고 노동자 권리 개선을 위해 행동을 해 왔습니다. 올해에도 일요일인 4월 28일에 세계노동절 기념 이주노동자 메이데이 집회를 개최합니다.
○ 윤석열 정부는 전 산업에 걸쳐 이주노동자를 대폭 확대하면서, 선행되어야 할 사업장변경의 자유 보장, 임시가건물 기숙사 환경 개선, 산재근절 대책, 임금체불과 열악한 노동조건 개선 등은 외면하고 있습니다. 착취와 차별을 근본적으로 개선할 정책은 부재합니다. 권리 없는 이주노동자만 양산하고 있습니다. 2022년부터 강제노동금지협약(ILO 29호 협약) 효력이 생겼으나 사업장 변경을 가로막는 고용허가제는 이를 위반하고 있습니다. 이에 아래와 같이 이주노동자 메이데이 집회를 통해 ILO협약을 준수하고 강제노동을 금지할 것 요구하며 이주노동자 착취와 억압 중단, 사업장 변경의 자유 보장, 노동허가제 실시, 차별없는 노동권 보장을 촉구하고자 합니다. 귀 언론사의 많은 관심과 보도를 부탁드립니다.

[차별없는 노동권 보장을 위한 우리의 결의문]
우리는 다른 나라에서 온 노동자다. 우리는 한국 공장에서 일하고, 한국 농촌에서 일하는 이주노동자다. 우리는 통번역 일을 하는 이주여성이고, 한국 학생들에게 외국어를 가르치는 이주노동자다.
한국 사회와 한국 경제는 앞으로 더 많은 이주노동자들을 더 많은 분야에서 일하게 할 것이다. 한국은 고령화와 고학력, 경제발전으로 필연적으로 이주노동자가 필요하다. 우리는 앞으로 한국에 오게 될 수많은 이주노동자들이 더 이상 권리 없는 노동자로 살게 할 수 없다.
고용허가제 이주노동자의 사업장 변경을 제한하는 것은 모든 차별과 억압의 출발이다. 우리는 강제노동에서 벗어나 사업장 변경의 자유가 보장되는 노동허가제를 쟁취할 것이다.
돌봄 이주노동자와 가사 이주노동자도 조만간 이 자리에 함께 하게 될 것이다. 이주여성노동자에 대한 최저임금 차등지급 시도는 성차별과 인종차별이다. 여성이주노동자는 반값노동자가 아니다. 우리는 임금차별에 맞서 최저임금 차등지급을 막아낼 것이다.
많은 이주노동자들이 아직도 비닐하우스나 컨테이너에 살고 있다. 비닐하우스는 집이 아니다. 우리는 인간답게 살 수 있는 기숙사는 당연한 권리라고 계속 해서 외치겠다.
지난해 이주노동자 체불임금 발생률은 한국인의 두 배로. 체불임금액은 1,215억원이다. 노동자의 임금은 생존권이다. 우리는 돈 벌러 한국에 왔다가 돈 떼이는 일이 없도록 임금체불을 없애기 위해 싸우겠다.
한국 농촌과 어촌은 이주노동자가 없으면 더 이상 생존할 수 없다. 올해 역대 최대로 4만9,000여명의 계절노동자들도 한국에 올 것이다. 농촌과 어촌에서 일하는 이주노동자들도 노동권, 주거권, 건강권을 보장받을 수 있도록 연대하겠다.
지난달 해상 전복사고로 사망한 노동자 절반이 어업 이주노동자였다. 중대재해처벌법 시행 이후 최고형인 징역 2년이 선고된 사건도 자동차부품업체에서 발생한 이주노동자 사망사고였다. 3D를 넘어 죽음까지 포함된 4D 일자리에 이주노동자들이 일하고 있기 때문이다. 위험을 이주화했지만, 노동자의 생명이 사라지는 것은 똑같다. 산재사망 종합대책을 마련해서 이주노동자의 목숨도 똑같이 소중하다는 것을 모든 이들이 알게 하겠다.
한국 정부는 2024년 1차 미등록 정부합동단속을 시작했다. 미등록 이주노동자는 우리였다. 우리도 미등록 이주노동자가 될 수 있는 갈림길에 설지도 모른다. 우리는 이주노동자의 이름으로 미등록 이주민 단속에 반대한다. 미등록 이주민도 노동자다. 미등록 이주노동자에게 체류자격 부여하라!
134주년 세계노동절을 맞이하여 모든 이주노동자의 권리를 위해 만국의 노동자와 굳게 연대하겠다.

Our resolution to ensure labor rights without discrimination
We are workers from other countries. We are migrant workers working in Korean factories and farming in rural Korea. We are migrant women who work as translators and migrant workers who teach foreign languages to Korean students.
Korean society and the Korean economy will require more migrant workers to work in more sectors in the future. Korea is aging, highly educated, and economically developing, so migrant workers are inevitably needed. We can no longer allow the many migrant workers who will come to Korea in the future to live as workers without rights.
Restricting migrant workers from changing workplaces under the Employment Permit System is the beginning of all discrimination and oppression. We will fight for a Work Permit System that guarantees freedom from forced labor and freedom of workplace change.
Care and domestic migrant workers will soon join us in this fight. Attempts to pay differential minimum wages to migrant women workers are sexist and racist. Women migrant workers are not half-price workers. We will stand up to wage discrimination and stop differential minimum wage.
Many migrant workers still live in plastic(vinyl) houses or containers. A plastic house is not a home. We will continue to call for decent housing.
Last year, the incidence of unpaid wages among migrant workers was twice that of Koreans. The amount of unpaid wages was 215 billion won. A worker's wage is a right to survival. We will fight for the elimination of wage theft so that no one who comes to Korea to make money is unpaid.
Korea's rural areas and fishing areas can no longer survive without migrant workers. This year, a record number of 49,000 seasonal workers will come to Korea. We will stand in solidarity with migrant workers in rural and fishing areas to ensure their labor rights, housing rights, and health rights.
Last month, half of the workers who died in a capsizing accident at sea were migrant fishery workers. The death of a migrant worker at an auto parts company was also the first case to receive the maximum sentence of two years in prison under the Serious Accident Punishment Act. This is because migrant workers are working in 4D jobs that go beyond 3D including death. The risk has been passed on to migrant workers, but the loss of workers' lives is the same. Korean government should prepare a comprehensive plan for industrial accidental deaths so that everyone knows that migrant workers' lives are equally valuable.
The Korean government launched the first joint government crackdown of 2024 on undocumented migrant workers. The undocumented migrant workers are same with us. We may be at the crossroads of becoming undocumented migrant workers ourselves. We oppose the crackdown on undocumented migrants in the name of migrant workers. Undocumented migrants are also workers. Ensure undocumented migrant workers’ right to stay!
On the 134th International Labor Day, we stand in solidarity with workers everywhere for the rights of all migrant workers.
